  1. PARTY HATS
  2.  
  3. YOU'LL NEED:
  4. Scissors
  5. Construction paper, cut into a 9-inch circle or a paper plate
  6. Staples or tape
  7. Pencil
  8. Two 24-inch pieces of yarn
  9. Various hat decorations like:  paint, rick-rack, adhesive stickers, glitter, buttons, paper doilies, straws, cotton balls, and markers.

  11. STEP 1
  12. First cut a wedge from the circle of paper.  The wedge should be about 1/4 of the circle.

  14. STEP 2
  15. Then decorate the paper any way you like.

  17. STEP 3
  18. Next, overlap the cut edges of the paper about 1 inch to make a cone.  And staple the ends together.

  20. STEP 4
  21. With adult help, use a pencil to poke 1 hole on each side of the paper. Insert the yarn. And knot the end of each piece of yarn to secure it in the hole.

  23. Hooray for you! You've just made a wonderful party hat!

  26. SOME COOL IDEAS:
  27. A quick way to make a 9-inch circle is to trace around a paper plate on construction paper. Paint, rickrack, and adhesive stickers are great hat decorations to make your hat look just the way you like.
